Managed the preparation of a Request-for-Proposal (RFP) design-build package for a new 32,000 SF state of the art materials research laboratory at the Naval Research Laboratory. The process involves an intensive functional analysis methodology that includes interviews and "squatter" sessions with scientists and user groups to define requirements for approximately 20 labs that will comprise the building.
